"Justice," "Science," "Rule of Law," and "Development" are the most effective conceptual tools for organizing the knowledge system of public administration, as well as stable behavioral guidelines for public officials. However, it is essential to ground the discussion in national conditions, using generalized characteristics of the national context and local case studies to enrich the empirical connotation of the "public" domain. This approach can effectively combine the forward-looking mindset required by education with the cultivation of students' practical abilities. The spirit of science and the spirit of the rule of law are fundamental pathways for the shared interests of public power and civil society, and also the guiding ideology of this textbook series. Through this, we have achieved a better society than in the past, and we will have a better country than now, although the two are legally unified, management science should pay greater attention to optimizing their interactive relationship. We will do our best to approach the above goals. In terms of the curriculum system, we aim to involve faculty members from the Master's programs in Public Administration and Sociology at Sichuan University as the core team, organizing experts from universities in western regions and overseas in similar research fields. We plan to publish the 16 textbooks in this series in batches within 2001, but we are also deeply aware that the historical cycle of problems and solutions is endless.
