Features: Technological innovation is a systematic process that, under market orientation, is led by enterprises. It involves transforming knowledge into new products, processes, and services on an innovation platform systematically constructed with various innovation elements, ultimately forming social productivity. The essence of technological innovation is the transformation of scientific and technological achievements into real productive forces. Its ultimate goal is to enhance social productivity and social welfare. Enterprises are the main body for realizing the value of resources, but the process of value realization requires the participation of various innovation institutions, the interconnection of different innovation links, the complementarity of different innovation functions, and the joint sharing of innovation outcomes, forming a chain-like process. This process requires: clear overall goals of the technological innovation system, a well-developed coordination mechanism between innovation institutions, accurate functional positioning of subsystems within the system, and smooth connections between different technical links in the innovation process. It can be said that systematicity is one of the essential characteristics of technological innovation. The systematic nature of technological innovation determines that risks are jointly shared among different institutions in the innovation process, and the market mechanism coordinates the reasonable sharing of interests and ensures smooth connections in the innovation process, which are key to completing the technological innovation process.
