Based on empirical research, this book primarily addresses the following questions: How high is the poverty incidence in the irrigation areas? What are their distribution characteristics? How significant is irrigation in improving agricultural productivity, increasing farmers' income, narrowing the income gap, and alleviating poverty? What is the current state of irrigation management reform and its characteristics? How does irrigation management reform affect the efficiency of water resource utilization, agricultural production, farmers' income, and rural poverty? How can effective institutional, policy, and measures for poverty-alleviating irrigation management be designed and implemented? To address the above issues, the main purpose of this book is to propose effective policies, institutions, and incentive mechanisms for irrigation management through an in-depth analysis and discussion of the irrigation areas in the Yellow River Basin, in order to improve the operational efficiency of irrigation systems and promote the sustainable and equitable development of the irrigation area economy. The target readers of this book include policymakers in water resource management, irrigation management personnel, researchers, graduate students, and can also serve as teaching reference materials for relevant universities and research institutions.
