Features: This specification is formulated in accordance with the "Bidding and Tendering Law of the People's Republic of China," the "Measures of the Ministry of Construction No. 107 on the Pricing Management of Construction Project Contracting and Bidding," and in line with the requirements of China's engineering cost management reform. It follows the principle of national macro-control and market competition in price formation. During the preparation process, this specification summarized the experience of China's pilot projects on bill of quantities (BOQ) pricing for construction projects and drew on international practices in BOQ pricing. Before its approval and publication, opinions were widely solicited from relevant construction units, project owners, engineering cost consulting institutions, and departments responsible for engineering cost and bidding/tendering management. Major issues were discussed and revised multiple times. The specification consists of five chapters and five appendices, including General Provisions, Terms, Bill of Quantities Preparation, Bill of Quantities Pricing, and the Formats of Bill of Quantities and Pricing.
