Features: On April 28, 2004, six months after the promulgation of the "Road Traffic Safety Law of the People's Republic of China," the 49th Executive Meeting of the State Council discussed and passed the "Implementation Rules of the Road Traffic Safety Law of the People's Republic of China." On the eve of the Labor Day holiday, Premier Wen Jiabao signed Order No. 405 of the State Council, promulgating the implementation rules, which would take effect alongside the Road Traffic Safety Law on May 1 of the same year. While faithfully implementing and upholding the basic principles and fundamental systems of the Road Traffic Safety Law, the implementation rules provided specific refinements and necessary supplements to its content, making the various systems more operational, easier to execute, and more convenient to comply with. At the same time, the implementation rules also clarified the matters, conditions, and basic procedures related to administrative licenses for road traffic safety management in accordance with the principles of the "Administrative Licensing Law," providing the necessary legal basis for the State Council's Ministry of Public Security to formulate specific administrative rules.
