Features: The Ministry of Transport issued the "Regulations of the People's Republic of China on the Competency Examination, Assessment, and Certification of Seafarers" (referred to as the "1997 Regulations") in accordance with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 1995. The Maritime Safety Administration of the People's Republic of China formulated the "Outline for the Competency Examination and Assessment of Seafarers." To implement the "1997 Regulations" and the new outline, the Maritime Safety Administration of the People's Republic of China authorized the China Maritime Service Center to establish a computerized management system for the national unified examination question bank for seafarer competency certificates, which has already been applied in the unified examination. To ensure the fairness, impartiality, and openness of the unified examination, the China Maritime Service Center, based on the organization of the question bank, compiled the "National Unified Examination Guide Series for Seafarers." This series is authoritative, accurate, practical, and systematic. It is suitable for seafarers to participate in competency certificate training and examinations, and also has certain reference value for their professional studies. It must be emphasized that learning and examinations should be based on the examination outline, emphasizing the study of professional knowledge, business knowledge, and safety management knowledge. It is unacceptable to use methods such as guessing, relying on tips, or rote memorization.
