Features: This book is composed of four parts: urban background, urban development history, historical and cultural heritage protection, and the future of the city. It provides a detailed and systematic presentation of Jinhua City's urban planning, with abundant illustrations and comprehensive data. It offers insights into how to plan and develop cities in a reasonable, scientific, comfortable, and aesthetically pleasing manner. To leverage the role of urban planning in guiding and regulating urban construction and management, turning blueprints into reality, and achieving high-standard planning, high-quality construction, and high-level management, it is essential to correctly handle three relationships:
- Handling the relationship between planning formulation and implementation. Urban construction cannot do without good planning, but having good planning without adhering to it according to law and regulations is also not acceptable. A plan that is not strictly implemented is equivalent to zero.
- Handling the relationship between planning and the mayor. Urban planning is a primary responsibility of the city government, with the main leader taking overall responsibility.
- Handling the relationship between planning and the citizens. Citizens are the masters of the city, and the development and construction of the city are directly related to their interests. Involving citizens in the formulation, implementation, and supervision of planning ensures that urban planning, construction, and management better reflect public sentiment, concentrate public wisdom, and value public efforts. Only in this way is it particularly important to establish a supervision mechanism involving legislative oversight, public oversight, and media oversight to ensure the implementation of planning and the cultivation of urban awareness.
