The compilation principles of The Guidance are: highlighting the theme of science and technology; emphasizing comprehensiveness and long-term perspective; emphasizing foresight and highlighting cutting-edge technologies; emphasizing a broad international vision; combining short-term and long-term goals with macro and micro approaches; focusing on key objectives and technologies, with clear priorities and limitations; and adhering to the basic principles of comprehensive, coordinated, and sustainable development. The Guidance is divided into five parts: Introduction, Resources, Products, Process Technology, and Environmental Protection and Occupational Safety and Health. Each part is further divided into three issues for discussion: the current status of scientific and technological development, the main goals to be achieved by 2020, and the key technologies that must be improved, promoted, and prioritized for research and development to achieve these goals. The Guidance can be used as a reference for management personnel of domestic iron and steel enterprises and related industries in formulating corporate development plans, as well as for researchers, engineering technicians of iron and steel enterprises and related enterprises in scientific research innovation and engineering practice.
