Features: The Urban Management and Law Enforcement Bureau, abbreviated as Urban Management Bureau (Law Enforcement Bureau), is the administrative organ for relatively centralized administrative penalties at the local level, with independent law enforcement qualifications. It exercises relatively centralized administrative penalty authority, investigates illegal acts, and bears legal responsibility for specific administrative actions it takes. The municipal law enforcement bureau establishes a direct law enforcement team and a supervision team, enforcing laws and regulations in the name of the municipal law enforcement bureau; the district law enforcement bureau establishes several law enforcement teams, enforcing laws and regulations in the name of the district law enforcement bureau. Based on the "Notice of the State Council on Implementing the (Administrative Penalty Law of the People's Republic of China)" in 1996, it states: "Provincial, autonomous regional, and municipal people's governments should well carry out pilot work on relatively centralized administrative penalty authority, propose adjustments to administrative penalty authority based on local conditions, and report to the State Council for approval before implementation."
