To celebrate Professor Xu Chongde's 50th anniversary of teaching, inheriting the exploration spirit of the older generation of constitutional scholars, the National Key Discipline Research Center for Constitutional and Administrative Law at Renmin University of China successfully held the Celebration Conference for Professor Xu Chongde's 50th Anniversary of Teaching and the 21st Century China Constitutionalism Academic Symposium on September 12, 2003. Many distinguished scholars, leaders of legal institutions, and friends from all walks of life attended and spoke, or sent congratulatory letters, telegrams, and couplets due to urgent official duties, all expressing their congratulations and admiration. The conference received numerous commemorative articles and dozens of high-quality academic papers, which were exchanged during the meeting and resonated widely. To preserve the warmth of this grand event and expand the exchange of achievements, the conference materials and papers have been compiled into this book as a gift from the elderly, middle-aged, and young scholars of constitutional and administrative law in China to the cause of socialist rule of law. It is also the best celebration for Professor Xu Chongde's 50th anniversary of teaching. Without 50 years of hard work, there would be no fruitful results today. The highly respected Professor Xu Chongde has devoted half a century to tilling the garden of constitutional law. He has dedicated himself to in-depth research, relentless exploration, teaching and nurturing students, and has made significant contributions to the constitutional education, research, and constitutionalism construction of New China. He is an important participant in the development of constitutional law in New China and a historical witness to constitutionalism construction, serving as an exemplary teacher and a model for the academic community. This book is divided into four parts: Part I celebrates Professor Xu Chongde's 50th anniversary of teaching, Part II focuses on 21st Century China Constitutionalism, Part III explores Administrative Law from the Perspective of Constitutionalism, and Part IV consists of several important appendices.
