First and most importantly, the empire concept assumes a system that successfully encompasses spatial unity—or truly governs the entire "civilized" world. It is not constrained by national boundaries in its rule. Second, the empire concept signifies that it is not a regime originating from conquest, but rather an order that successfully terminates history and thus perpetually fixes the existing state of affairs.
