This book collects the content of the 25th to 36th sessions of the Criminal Law Forum. Although the issues discussed in these activities are diverse, the theme remains the same—rule of law, more precisely, criminal rule of law. The Criminal Law Forum is the enlightenment of criminal rule of law, as well as a call and an outcry for it. The content of the Criminal Law Forum is extremely rich, and the thoughts are deeply profound, because it is a collective effort, distinct from individual thinking. The Criminal Law Forum adopts a format of keynote speeches combined with comments, in addition to which, there are questions from the audience and responses from the guests. Through this discussion format, a theme can be continuously supplemented and deepened, benefiting not only the audience but also the keynote speakers and commentators. The Criminal Law Forum is organized under the name of the Institute of Criminal Law Theory at Peking University. It is the result of the joint efforts of myself, Professor Chen Ruihua, Professor Bai Jianzhu, and Associate Professor Liang Genlin. Through the Criminal Law Forum, we aim to form a loose academic group, inspiring and learning from one another, inheriting and promoting the academic tradition of criminal law at Peking University Law School, which is an inescapable historical mission for us as scholars of this generation.
