Features: In today's world, it is fraught with crises. Apart from long-standing issues like war, epidemics, and natural disasters, modern society also faces various potential crises stemming from the negative effects of technological development, such as ecological disasters, major technological accidents, and terrorist attacks enabled by high-tech equipment. The advancement of social modernization has not reduced the likelihood of emergencies but has instead increased it. Whether it involves traditional disasters or major emergencies related to modern technology, once they occur, they inevitably pose a severe threat to human life, social order, and economic development. This book is the final outcome of the 2004 National Social Science Fund Project "Research on Early Warning and Emergency Mechanisms for Emergencies." Its research objective is to provide references for establishing an early warning and emergency mechanism suitable for China's social characteristics by analyzing the characteristics of emergencies and drawing on the experiences of other countries in building emergency response systems. From previous research, it has been relatively comprehensive in studying the dynamic processes of emergency prevention, preparation, response, and recovery. However, the study of static systems such as the legal framework for public emergencies, crisis management agencies, public support systems, and emergency funding security systems has been relatively weak. Therefore, the focus of this book is on the research of static systems in emergency response.
