Features: Each case in the Case Forum Series is divided into two parts: Preface and Main Body. The Preface consists of Controversial Points, Case Background, Keywords, and Case Overview. The Main Body includes sections such as Plaintiff/Prosecutor's Arguments, Case Facts, Key Judgments, Judges' Interpretations, Classroom Discussions, etc. The series has three major features:
First, it possesses the authority of the judicial system. All authors are senior judges. The elite judges interpret the cases they have adjudicated, and senior judges participating in training programs comment on cases handled by their peers. These two factors enhance the professionalism and authority of the series. Second, it has the timeliness of judicial practice. The collection, organization, discussion, editing, and publication of cases are completed in a short period, allowing the judicial experiences of courts across the country in handling hot, difficult, and new types of cases to be rapidly disseminated. Third, it represents the representativeness of applied legal research. The series is not only a reference textbook for case teaching at the National Judges College but also an invaluable resource for law schools, as well as legal practice departments such as public security, prosecution, and law firms. This book is part of a teaching and research project. The project takes the perspective of senior judges trained at the National Judges College, who explain cases and provide joint comments during teaching activities. It adds authoritative annotations to judgments obscured by formal legal language, allowing people to fully appreciate the legal logic and rational thinking behind the judgments. We believe this project will contribute to the cultivation of expert judges and learning-oriented judges, while also providing support for case studies in both the practice and academic communities. This volume is the Administrative Law I.
