This book is divided into three parts and thirteen essays. The National Review section summarizes China's educational reform and development in 2004, with a focus on evaluating new advancements in vocational education. It also introduces the book's theme "Educational Planning," offering an in-depth analysis of the background of China's educational development and reform during the 11th Five-Year Plan period. The "New Perspectives on China's Education Policy" section presents the book's other two themes: "Educational Finance" and "Independent College Pilot Program." It proposes views such as strengthening the public financial system, promoting educational equity, and learning from the experience of international organizations to improve the diversified investment mechanisms for higher education. The section also conducts a specific discussion on the independent college pilot program, an innovative experiment in higher education development, aiming to provide insights into some key, hot, and challenging issues in current educational development.
