Based on a general theoretical analysis of trade protection through the implementation of safeguard measures, it constructs a theoretical analysis framework for safeguard measures composed of economic distortion theory, new trade theory, and the political economy of trade policy. It also explains the economic effects and effectiveness of implementing safeguard measures. Additionally, using steel product safeguard measures as an example, it empirically verifies the theoretical analysis framework established in this book, draws conclusions, and proposes corresponding recommendations for China's use of safeguard measures as a policy tool.
