The journey of legal construction in our country has proven that whether the litigation system is sound and perfect directly determines the actual effectiveness of substantive laws. More importantly, the degree of perfection of the litigation system directly reflects and embodies the level of progress, civilization, democracy, and rule of law of a country and a nation, serving as a marker to distinguish between progress and backwardness, democracy and autocracy, rule of law and rule by decree, and civilization and barbarism. In modern rule-of-law countries, the litigation system, as an important component of the rule of law, has received unprecedented attention. A judge of the U.S. Supreme Court once remarked, "Most provisions of the Bill of Rights are procedural in nature, and it is by no means meaningless. It is precisely the procedures that determine the fundamental difference between the rule of law and arbitrary rule by decree."
