In the dissemination of theory and practice of village self-governance, the role of cases is equally significant and irreplaceable. The issues and cases compiled in this series span nearly seven years. During this period, rural reforms have continued, and under the high attention of the Central Committee and the State Council, the "three rural issues" have been included as top priorities for governments at all levels. The rural situation has undergone and is undergoing profound changes. Some old policies have been abolished, new policies have been introduced, and some regulations have been revised and improved. This has made the answers to certain issues published in the magazine seem somewhat outdated. For example, some answers related to the "three levies and five charges" have lost their practical significance due to their complete abolition. Of course, this is only a very small number of cases. Nevertheless, in general, we have maintained the original form of such answers. First, because the proportion of such issues is very small and will not cause any negative impact; second, because the records of issue answers over the years also document a history of rural development and progress. We should respect history and gain a profound understanding of the progress and value of new current agricultural policies through the comparison of old and new history, which will also help us better grasp and understand some specific issues.
