Features: This plan is mainly composed of four parts: Part I (Chapter) clearly elaborates on the basic philosophy of this plan and the basic strategy formulated on this basis. The second part (Chapters 2 to 4) analyzes and examines the premise conditions for formulating this plan—the current state of agriculture in Luquan City and the actual situation. By fully understanding the actual situation, the reform path is proposed. The third part (Chapters 5 to 8) clarifies the development direction of the main agricultural sectors in Luquan City—grain, pig farming, vegetables, and fruits, while focusing on proposing that the dairy industry will become the economic growth point of agriculture in Luquan City in the future. It further clarifies the development measures and the policy issues that should be addressed. The fourth part (Chapters 9 to 10) investigates the basic issues of agricultural policy reform—the adjustment of rural land, the reform of agricultural administration and administrative institutions, the reform of administrative functions, and the importance of farmer organization building—while proposing recommendations for the reform direction.
