Features: Since the establishment of the "Analysis and Forecast of China's Social Situation" project at the Chinese Academy of Social Sciences, this is already the 11th annual "Social Blue Book" we have published. At the time of the editing and publication of this "Blue Book," the 16th National Congress of the Communist Party of China has just concluded, and people are re-evaluating the future trends and development strategies of China. Since the reform and opening-up, five national party congresses have been held, and each congress report has had a profound impact on China's strategic choices for development. From the 12th National Congress report to the 16th National Congress report, each report has a theoretically innovative theme. The 12th National Congress report proposed the theory of "Socialist Commodity Economy," the 13th National Congress report proposed the theory of "Primary Stage of Socialism," the 14th National Congress report proposed the theory of "Socialist Market Economy," the 15th National Congress report proposed "Deng Xiaoping Theory," and the 16th National Congress report proposed the "Important Thought of Three Represents." However, from the 12th National Congress report to the 16th National Congress report, there has been a consistent main thread, which is to prioritize economic construction and regard development as the top priority for governing the country. Moreover, from the 12th National Congress report to the 16th National Congress report, our understanding of "development" has become increasingly refined and deepened. This book is compiled by the "Social Situation Analysis and Forecast" project of the Chinese Academy of Social Sciences, with the joint contribution of experts from more than ten scientific research institutions and universities such as the Central Party School and Tsinghua University. They analyze and discuss China's current reform status and development trends from various perspectives, especially focusing on the hot issues of concern to all sectors of society. Compared to previous years, this year's "Social Blue Book" has the following new emphases.
