Cadres of Party and government organs are the leading backbone of China's socialist modernization drive. The Party and state's line, principles, policies, and resolutions rely on cadres of Party and government organs to lead the broad masses of people in their implementation. Therefore, after the political line is determined, cadres become the decisive factor. At the same time, discipline is the guarantee for implementing the line. Since the reform and opening-up, the Central Committee of the Communist Party of China, the State Council, the General Office of the Central Committee, the General Office of the State Council, the Central Commission for Discipline Inspection, and the Supervisory Ministry have issued many disciplinary and inspection regulations. These regulations are not only the basis for disciplinary and inspection organs to enforce discipline and handle cases but also the disciplinary norms that cadres of Party and government organs must abide by. They serve as the disciplinary guarantee for the implementation of the Party and state's line, principles, policies, and resolutions. In recent years, the Central Committee of the Party has repeatedly emphasized that leaders should focus on learning, politics, and integrity. The Central Committee decided that in 1999, an in-depth Party spirit and conduct education should be carried out among leading bodies and cadres at and above the county level in all parts of the country, with the "Three Emphases" as its main content. This is a major decision by the Central Committee to strengthen the ideological and conduct construction of leading bodies and improve the quality of cadres under the new circumstances. To support the "Three Emphases" education, we have carefully selected 79 currently effective regulations from the vast body of disciplinary and inspection regulations that should serve as disciplinary norms for cadres of Party and government organs. These regulations have been classified by content and compiled into this "Manual of Discipline for Cadres of Party and Government Organs" in a handy small-format edition, dedicated to the broad cadres of Party and government organs working on various fronts as learning materials and behavioral guidelines.
