Features: With the transformation of society and the development of the socialist market economy, the current work of preferential treatment and resettlement faces severe challenges. The long period of peace has weakened the awareness of some people to remain vigilant in times of tranquility; the adjustment of interest relationships during reform has reduced the enthusiasm of some for supporting the army and caring for its veterans; the existence of income gaps between different strata has further widened the relative poverty of key preferential treatment targets; the reform of labor and employment systems has collided with the policy of mandatory resettlement of demobilized soldiers, making the difficulty of resettling demobilized soldiers increasingly prominent; the relevant regulations for transferring retired military cadres to government resettlement are severely lagging behind, and the reform tasks are extremely arduous. Although Party committees and governments at all levels highly value the work of preferential treatment and resettlement, and civil affairs and other government departments at all levels have done a lot of work for preferential treatment targets, the difficulties in life, housing, and medical care of key preferential treatment targets still exist to varying degrees; the quality of resettling demobilized soldiers has declined, becoming a new factor of social instability; the slow pace of transferring retired military cadres to government resettlement is not in line with the requirements of the People's Liberation Army to strengthen itself through science and technology and to take the path of a lean and strong army with Chinese characteristics. Therefore, the work of preferential treatment and resettlement in the new era must be guided by Deng Xiaoping Theory and the Important Thought of "Three Represents," seriously implement the spirit of the 16th National Congress of the Communist Party of China, base itself on China's national and military conditions, actively respond to the difficulties and challenges brought by changes in the domestic and international environment, learn from and absorb the good practices of preferential treatment and resettlement in developed market economy countries, further deepen reforms, and strive to explore new paths for supporting the army and caring for its veterans that are adapted to the socialist market economy system and China's national and military conditions.
