Features: To implement the basic strategy of governing the country by law, in accordance with the "Fourth Five-Year Plan for Law Popularization Education among Citizens" issued by the Central Committee of the Communist Party of China and the State Council and forwarded by the General Office of the Central Committee of the Communist Party of China and the Ministry of Justice, the Ministry of Health formulated the "Fourth Five-Year Plan for Law Popularization Education in the Health Sector." This plan further promotes the implementation of the basic strategy of governing the country by law and building a socialist rule-of-law state in the national health sector, comprehensively improves the legal literacy of all personnel in the health sector, and creates a favorable legal environment for health reform and development. It requires the national health sector to regard law popularization education as a fundamental project for implementing the strategy of governing the country by law, as a vivid practice for realizing the Party's commitment to serving the people wholeheartedly and fulfilling the requirements of the "Three Represents," and as an important part of strengthening socialist spiritual civilization construction and achieving governance by virtue. Solid work and clear goals should be established to ensure that all tasks of the "Fourth Five-Year Plan for Law Popularization Education" are implemented. All personnel in the health sector must strictly abide by the law, perform their duties in accordance with the law, and protect the health interests of the broad masses of the people and their own legitimate rights and interests in accordance with the law. To ensure the successful completion of all law popularization education tasks, in accordance with the instructions of the Ministry leadership, we organized the compilation of the "Training Materials for the Fourth Five-Year Plan for Law Popularization Education in the National Health Sector," consisting of three volumes. To meet the learning needs of different groups in the health sector, the law popularization training materials are divided into "Essentials for Medical Personnel," "Essentials for Health Enforcers," and "Compilation of Common Health Regulations." "Essentials for Medical Personnel" is divided into two parts: the first part covers basic legal knowledge, and the second part covers health law knowledge. It is applicable to various types of medical institutions, disease control institutions, and health research and development institutions in the health sector. "Essentials for Health Enforcers" also includes basic legal knowledge and health law knowledge, with a focus on health administrative enforcement procedures, supervision and inspection methods, etc., and is suitable for health administrative enforcers to study and use. Personnel of health administrative departments at all levels should comprehensively learn and master health law knowledge according to their work needs. "Compilation of Common Health Regulations" collects current effective health laws, health regulations, and some commonly used health department rules, facilitating learning, reference, and daily work use.
