In the process of modernizing government capacity, the selection and implementation of various strategies and measures must serve this strategic goal: through capacity building to shape a capable and strong government, and through capacity control to shape a democratic government that prioritizes the public interest. Building a democratic and strong government that adapts to the needs of economic globalization is also one of the fundamental tasks of China's political and administrative development in the new century.
