Features: In October 2003, the 10th National People's Congress Standing Committee included the revision of the Criminal Procedure Law in the five-year legislative plan for the session. To support this legislative plan, a research project on the revision of the Criminal Procedure Law was launched in early 2004, led by Professor Chen Guangzhong of the Criminal Law Research Center at China University of Political Science and Law. Subsequently, the research team, on one hand, extensively learned and grasped the latest developments in criminal procedure law legislation in foreign jurisdictions through international exchanges and other channels; on the other hand, deeply understood and mastered the status of criminal justice practice in China through domestic research, selecting bases for pilot programs, and other methods. Based on this, the team members began in September 2005 to propose revision suggestions for the existing Criminal Procedure Law article by article, using methods such as additions, deletions, and modifications, according to their assigned tasks. After the preliminary draft was completed, the team members reviewed, discussed, and exchanged revisions multiple times, ultimately forming the final draft.
