To celebrate Professor Xu Chongde's 50th anniversary of teaching, inheriting the exploration spirit of the older generation of constitutional scholars, the Renmin University of China Center for Constitutional and Administrative Law, as a national key discipline, successfully held the Celebration of Professor Xu Chongde's 50th Anniversary of Teaching and the 21st Century China Constitutionalism Academic Symposium on September 12, 2003. Many distinguished scholars, leaders of legal institutions, and friends from all walks of life attended the event and delivered speeches. Those who were unable to attend due to urgent official duties also specially sent congratulatory letters, telegrams, and couplets, expressing their congratulations and admiration. The symposium received numerous commemorative articles and dozens of high-quality academic papers, which were exchanged during the meeting and resonated widely. To preserve the warmth of the grand event and expand the exchange of achievements, the conference materials and papers have been compiled into this volume as a gift from the group of senior, middle-aged, and young scholars of constitutional and administrative law in China to the cause of socialist rule of law. It is also the best celebration for Professor Xu Chongde's 50th anniversary of teaching. Without 50 years of hard work, there would be no fruitful results today. The highly respected Professor Xu Chongde has devoted half a century to tilling the garden of constitutional law. He has dedicated himself to in-depth research, relentless exploration, teaching and nurturing students, and has made significant contributions to the constitutional education, research, and constitutional construction of New China. He is an important participant in the development of constitutional law in New China and a historical witness to constitutional construction, serving as a role model and exemplar for the academic community. This book is divided into four parts: the first part celebrates Professor Xu Chongde's 50th anniversary of teaching, the second part is on 21st Century China Constitutionalism, the third part is on Administrative Law from the Perspective of Constitutionalism, and the fourth part is a collection of several important appendices.
