Features: The main sources used in writing this book are the 19th Volume, Customs Part, of the "United States Code Annotated" published by the Western Publishing Company in the United States, textbooks used in U.S. law schools, other English-language works, and research findings by domestic scholars. Some of these textbooks are used by over 100 law schools in the U.S. and have been reprinted multiple times, with the author referencing the latest editions (except for some historical materials). The regulations cited in the book are those in effect as of the beginning of 1998, and from the perspective of domestic materials, they are essentially the latest and have remained largely unchanged to this day. Additionally, the author utilized online searches to obtain and verify latest information, which provided abundant resources for writing. Unlike Chinese legal textbooks, the aforementioned books offer a wealth of primary sources, such as court decisions, congressional reports, and administrative rulings. This is also related to the legal education methods in the U.S. Students are not taught predetermined conclusions or viewpoints but rather methods for addressing issues. The author has strived to extract useful knowledge from these materials for Chinese readers. It should be noted that many terms and concepts such as "non-market economy countries" and "communist countries" are used in U.S. legislation, and their meanings differ from our understanding. To maintain the original context and facilitate overseas work, this book retains the usage of these terms in U.S. legislation, and readers are advised to pay attention when reading.
