Features: The two major sources of modern rule of law – British "rule of law" and German "Rechtsstaat" – have had a profound impact on the world in terms of thought and institutions. On this basis, after World War II, international standards of the rule of law were rapidly formed, and the rule of law is increasingly becoming a fundamental principle in both domestic life and the common international life of humanity. The formal confirmation of the goal of building a rule-of-law state in contemporary China has provided institutional expectations for China's stable and sustained development, while also highlighting the issue of the effectiveness of law concerning the fate of the rule of law in China. Solving the problem of the shortage of legal effectiveness is not about implementing a rule-of-law strategy to catch up, or adopting a non-rule-of-law cultural isolationism, but depends on the length of time it takes to establish the authority needed for modernization.
