Features: Execution is an important part of the adjudicative work of people's courts and also a focus and difficulty of concern in the entire society. In specific executions, due to various factors, a considerable portion of the obligations stipulated in enforceable legal documents fail to be properly fulfilled, and the legitimate rights and interests of the parties cannot be timely realized and satisfied. This leads to contempt and opposition against judicial authority, damage and threat to judicial fairness, and, to a certain extent, causes social order chaos and the emergence of social instability factors. To solve this social problem, efforts have been actively explored and made from the central government to all levels of people's courts. On July 7, 1999, the Central Committee of the Communist Party of China issued Document No. 11, which clearly instructed on the issue of execution difficulties and proposed reform tasks for the execution work of people's courts. The Supreme People's Court designated 1999 as the "Year of Execution," and all levels of people's courts across the country actively adopted various effective measures to strengthen execution efforts. At the same time, all sectors of society have also been centered around this.
