Features: To adapt to social development and meet social needs, our legal textbooks must keep pace with the times and promptly reflect the important laws enacted and amended by China's legislative organs since 1996, as well as new judicial interpretations issued by judicial organs. They should also reflect the new academic research achievements of the academic community in the past decade. Therefore, the editorial committee of this book has revised the original version. Compared to the 1996 edition, the main additions, modifications, and improvements are as follows:
1. Some academic viewpoints have been added to reflect new academic research achievements, such as issues related to expropriation, administrative orders, and administrative compensation, etc.
2. The content of the Civil Servant Law has been added, primarily reflected in Chapter 2 of the textbook.
3. The content of the Legislation Law, the Regulations on the Formulation Procedures of Administrative Regulations, and the Regulations on the Formulation Procedures of Rules has been added, primarily reflected in Chapter 4.
4. The content of the Administrative Licensing Law has been added, primarily reflected in Chapter 5.
5. The content of the Administrative Reconsideration Law has been added, primarily reflected in Chapter 11.
6. Several new judicial interpretations have been added, primarily reflected in Chapter 12.
7. Judicial precedents have been reflected, providing relevant dynamics and information.
It is well known that China's legal system construction has developed rapidly. In March 2004, the State Council issued the Implementation Plan for Comprehensively Promoting Rule of Law in Administration, and the supreme legislative organ has included the formulation of the Administrative Compulsion Law and the Administrative Procedure Law in the five-year legislative plan for the 10th National People's Congress. The State Compensation Law and the Administrative Litigation Law will also be revised and improved. We believe that as China's rule-of-law construction continues to develop, administrative law, as an important legal discipline, will also achieve new research progress.
