Features: The 16th National Congress of the Communist Party of China adopted the "Proposal of the CPC Central Committee on Formulating the 11th Five-Year Plan for National Economic and Social Development" (hereinafter referred to as "Proposal"). This was a major decision and strategic deployment made by the Party Central Committee, led by General Secretary Hu Jintao, during the critical period of building a moderately prosperous society in all respects in China. The Proposal outlines a grand blueprint for the joint struggle and common prosperity of all 56 ethnic groups, pointing out a bright future for ethnic minority groups and ethnic areas to accelerate development. Achieving the goals of the 11th Five-Year Plan and realizing the common prosperity and development of all ethnic groups require joint struggle and unity. During the 11th Five-Year Plan period, to support the rapid development of ethnic groups with smaller populations, the following tasks must be effectively addressed: First, strengthen infrastructure construction, with special focus on small and medium-sized projects closely related to the production and livelihoods of the people; Second, vigorously develop characteristic economies and industries, forming distinctive agriculture and animal husbandry that suits local conditions. Promote tourism and strive to cultivate it into a pillar industry for these ethnic areas. Develop foreign trade primarily through border trade between residents, boosting development through opening up. Support the accelerated construction of small towns in ethnic minority areas, develop the non-public sector economy, and improve ecological construction and environmental protection; Third, vigorously develop social undertakings such as education, healthcare, and culture; Fourth, focus on cultivating various types of talent. Through multiple channels and diverse forms, help ethnic groups with smaller populations cultivate management personnel, professional talent, and skilled workers urgently needed for economic and social development. Train a large number of capable individuals and wealth-creating experts who understand the market and are skilled in business. Popularize scientific and cultural knowledge, change outdated customs and traditions, transform backward production and living methods, and improve the scientific and cultural literacy of people of all ethnic groups.
