Features: This is an exploratory study on the process of policy implementation. The process of policy implementation is an organic system composed of stages such as policy formulation, policy execution, policy evaluation, policy adjustment, and policy termination. Analyzing this system and exploring its operational patterns is a key aspect of policy science research. This study adheres to Marxist theory as its guide, employing methods that combine historical and logical approaches, macro-level and micro-level research, theoretical analysis and empirical analysis, to conduct a systematic, comprehensive, yet preliminary analysis of the policy implementation process. The study consists of eight chapters. Chapter 1 analyzes fundamental issues of policy, including its concept, elements, essence, characteristics, structure, system, status, and role. Chapter 2 focuses on policy formulation, covering the policy formulation system and its improvement, theoretical models, basic premises, and general procedures. Chapter 3 focuses on policy execution, including its status and role, process and methods, principles and models, as well as the main factors influencing policy execution. Chapter 4 focuses on policy evaluation, covering its connotation and significance, standards and steps, types and methods, as well as the main factors constraining policy evaluation. Chapter 5 focuses on policy adjustment, including its meaning and characteristics, causes and effects, basis and types, procedures and methods. Chapter 6 focuses on policy termination, including its meaning and role, objects and characteristics, basis and methods, as well as factors hindering termination and pathways to promote it. Chapter 7 presents six selected case studies, covering the processes of policy formulation, execution, evaluation, adjustment, development, and change. Chapter 8 includes five of the author's main papers on policy processes published in recent years. Policies and strategies are the lifeblood of the Party. This study helps deepen the understanding of the policy implementation process and enhances the comprehension of its operational patterns, thereby further improving the quality of policy implementation. At the same time, this study holds certain theoretical and practical significance for fully leveraging the role and function of policies in the construction of socialist modernization, accelerating the development of a moderately prosperous society in all respects, and advancing the cause of socialism with Chinese characteristics.
