This book is aimed at a broad audience of urban community managers, striving to present complex content in accessible language to facilitate their understanding and mastery.
To enhance the ruling capacity of the Party, build a moderately prosperous society and a harmonious society, the Central Committee has proposed the requirement of "large-scale training for cadres and substantial improvement of their quality" and is implementing the "11th Five-Year Plan for National Cadre Training." A key component of this plan is the training of cadres and managers in WTO rules and economic laws. Urban communities are the residential areas of cadres and various managers at all levels, and urban community managers should serve as defenders of the economic interests of cadres and managers within their communities. Therefore, they should recognize the importance of economic laws and consciously learn and master them.
In light of this, as China's economic laws are gradually revised and following the convening of the 16th National Congress of the Communist Party of China and the Fourth Session of the 10th National People's Congress, it is necessary to compile a series of books to popularize economic laws for the learning and reference of urban community managers. This is the original intention and purpose behind the compilation of the "Economic and Legal Handbook for Urban Community Managers."
