3. Improve Quality, Strengthen the Team
To develop a commodity economy supported by science and technology, talent is essential, as well as the comprehensive improvement of the quality of the entire nation, because people are the carriers and sources of science and technology, and the main executors of science and technology work. Currently, three aspects of work must be prioritized:
First, stabilize the existing science and technology team and strive to expand it, providing corresponding social status and political treatment for those engaged in science and technology. Second, vigorously develop vocational and technical education to cultivate a large number of intermediate and primary technical talents needed in rural, pastoral, mountainous, and urban areas. Vocational schools should focus on training rural intermediate and primary technical talents and enterprise technical workers, making them leaders in promoting science and technology in rural areas and developing commodity economies, as well as skilled technical workers and core technical personnel in enterprises.
Third, utilize all available means such as radio, television, farmer night schools, and technical lectures to popularize and publicize science and technology among the general public, inspiring their enthusiasm to learn and apply science and technology through vivid examples of wealth creation through science and technology, thereby promoting the general improvement of production technology.
4. Expand Opening-Up, Enhance Cooperation
Reform and opening-up are the main themes of the world today. Ethnic areas must intensify reforms to achieve rapid development in the competitive market economy. Tujia areas should further deepen reforms, improve opening-up with domestic and foreign entities, among ethnic areas, and within Tujia areas themselves, absorbing advanced technologies and experiences from others to transform them into driving forces for their own development. At the same time, adopt flexible and diverse forms to go out and bring in, establish relationships with external research institutions and universities, strengthen cooperation, utilize their technological achievements and intellectual resources to formulate economic development plans for the region, participate in various economic and technological decisions, establish technology experimental zones or demonstration bases, help businesses carry out technological transformation and develop new products, making them an important think tank for economic development. Of course, research institutions and universities within this region should also shoulder the responsibility of advancing science and technology and revitalizing the ethnic economy, developing new technologies and achievements suitable for local needs and vigorously applying them to various fields to achieve better economic and social benefits.
