2005 China's New Perspective on Fees

In 2005, the central and local governments successively introduced a series of new measures to thoroughly implement the "two-account" system and further strengthen the management of fees and penalties, intensifying efforts to clean up and regulate the sector. They also abolished multiple fee items and reduced charges, bringing a vibrant new atmosphere to the management of fees and penalties. Looking back at the fees, the Chinese people still feel deeply and are filled with mixed emotions—truly a case of "joy amidst worry, and worry amidst joy." From a new perspective, it is not difficult to find that in 2005, fees and penalties remained hot issues, focal points of society, and key concerns of the people, particularly in departments such as education, healthcare, transportation, and public security.
