Before the shout ended, a minister appeared from the ranks, wearing a black hat and holding an ivory scepter, rushing and kneeling on the crimson steps, saying, "The Director of the Imperial Astronomical Observatory, Tang Qin, has matters to report." The emperor asked, "What is it?" Tang Qin reported, "Last night, I observed the celestial phenomena and saw auspicious clouds and mist surrounding the Purple Star; joyful stars shone upon the Yellow Road. This signifies the emperor's wisdom, the court's order, and the world enjoying peace and prosperity. I am overjoyed and respectfully report to Your Majesty. I request that the Ministry of Rites be ordered to proclaim a celebration across the land, to highlight the prosperous and refined culture of our dynasty."
