Features: In 2006, when the 11th Five-Year Plan was implemented, the Central Government demanded the full implementation of the Scientific Outlook on Development, accelerating reform and opening-up, enhancing independent innovation capabilities, promoting economic and industrial restructuring and the transformation of growth models, comprehensively strengthening the construction of socialist economic, political, cultural, and harmonious societies, and laying a solid foundation for the success of the 11th Five-Year Plan. In 2006, water conservancy work faced new development opportunities but also severe challenges. This required us to uphold the Scientific Outlook on Development as the guiding principle for water conservancy work, to forge ahead bravely, to work solidly, to accelerate the development of water conservancy, and to continuously meet the demands of economic and social development for water resources. At the same time, it was essential to genuinely transform the development model of water conservancy and promote the transformation of the economic growth model. Colleagues engaged in soft science research in water conservancy should delve into practice, more keenly grasp and seize the macro trends and economic policy directions, continuously broaden their horizons, intensify research efforts, and improve research standards, striving to advance theoretical innovation, institutional innovation, and technological innovation in water conservancy to a new level.
