Lenin pointed out: "Language is the most important means of communication for mankind." ("On the Right of National Self-Determination") Official documents, as tools reflecting official activities, naturally cannot be separated from language. They are formed on the basis of refining spoken language and adhere to the norms of grammar, rhetoric, and logic. The language of official documents is an extremely important issue in official document writing. It can be said that no matter how correct, clear, and profound the main idea of an official document is, how sufficient, detailed, and specific the materials are, and how skillful, reasonable, and appropriate the structure is, without perfect and standardized language as a carrier, it will not achieve satisfactory results. Therefore, the quality of language use is directly related to the quality of official documents. The reader's understanding and mastery of the content of the document, as well as its implementation, are all achieved through language as an intermediary medium. In writing, we must be prudent and meticulous, put in the effort of "sifting through and polishing," seriously study and master the characteristics and application rules of official document language, and write official documents that meet standards and have high quality to meet work needs. The language of official documents belongs to the official document style, with the purpose of practicality and the content of transmitting policies and orders for governing the state. Therefore, compared to general articles, its language use has both similarities and unique requirements. This is manifested in:
1. Accuracy
Accuracy is the lifeblood of official document language and directly affects its quality. As the saying goes, "Once a word is entered into an official document, it is as difficult to pull out as nine bulls," vividly illustrating the characteristic of accuracy in official document language. Here, accuracy refers to the scope of content elements, but to a large extent, it depends on linguistic elements, meaning that language expression must conform to objective reality, analysis of issues must be reasoned and evidence-based, logical, and appropriate in word choice and sentence structure, in compliance with grammatical norms. For some words with similar meanings, one must carefully consider and analyze the subtle differences between them, choosing the most accurate one for use.
2. Conciseness
Official documents prioritize practicality, so in terms of language expression, they must also strive for conciseness on the basis of accuracy. Use the fewest possible words to express the richest content, achieving more with less. To this end, it is necessary to cultivate a "meticulous and refined" writing style, carefully consider and repeatedly revise language expression, and strive to eliminate unnecessary words, phrases, and sentences without hesitation. Ultimately, aim for the state of "no superfluous words in a sentence, no redundant words in a passage." It is important to focus on using judgmental language, comprehensive language, and popular language to ensure conciseness. In addition, appropriately using some abbreviations (acronyms) can also make the language expression of official documents more concise.
3. Formality
Official documents are tools for legally authorized organizations to handle official affairs, possessing a high degree of policy relevance and legal authority. Therefore, their language must be formal and solemn. To this end, it is necessary to pay attention to: using descriptive and declarative language, avoiding descriptive and emotive language; using standardized written language, avoiding dialects and colloquialisms. Otherwise, it will affect the solemnity of the language of official documents.
4. Simplicity
Official documents prioritize practicality and guiding work. Therefore, in language use, they must also strive for simplicity and lack of ornamentation. Be direct and straightforward, avoiding obfuscation, ambiguity, or deliberate complexity; also avoid deliberate decoration, embellishment, or elaboration. Otherwise, it often leads to the opposite effect.
5. Vividness
Beauty is not the exclusive domain of literary works. Although the language of official documents emphasizes simplicity and lack of ornamentation, it should not be monotonous. It is necessary to use as many figurative words as possible and borrow some rhetorical devices from modern Chinese, such as parallelism, gradation, metaphor, and exaggeration. However, it is important to note that some rhetorical devices are not suitable for use, such as puns, allusions, and symbols.
