Features: With the gradual establishment and improvement of China's socialist market economy, the use of environmental economic policy measures to strengthen environmental protection has gained increasing attention. As an important aspect of environmental economic policies, it plays a significant role. In 2005, the 16th Plenary Session of the 5th Central Committee of the Communist Party of China set the goal of "accelerating the formulation of the 11th Five-Year Plan." General Secretary Hu Jintao pointed out that "establishing and improving a tax system favorable to resource conservation, environmental protection, and the transformation of economic growth models" would be crucial. It is foreseen that environmental tax policies will play a greater role in building a resource-conserving and environment-friendly society in China. To this end, the Chinese Academy for Environmental Planning, the Environmental Economics Committee of the Chinese Society for Environmental Science, and the U.S. Environmental Protection Association jointly held the "International Symposium on Environmental Tax and Public Finance" in Jiuzhaigou, Sichuan, on October 19, 2005. The symposium received many excellent papers, which basically reflect the preliminary research achievements and beneficial attempts in China's field of environmental tax and public finance. Here, representative papers from the symposium have been compiled and published.
