Features: Article I General Provisions In order to strengthen the safety management of primary and secondary schools, kindergartens, and to safeguard the personal and property safety of schools, students, and faculty, as well as to maintain the normal educational and teaching order of primary and secondary schools and kindergartens, this measure is formulated in accordance with the "Education Law of the People's Republic of China" and other relevant laws and regulations.
Article II The safety management of ordinary primary and secondary schools, secondary vocational schools, kindergartens (classes), special education schools, and work-study schools (hereinafter collectively referred to as "schools") shall be applicable to this measure.
Article III The safety management of schools shall adhere to the principles of active prevention, legal management, social participation, and joint responsibility.
Article IV The safety management work of schools mainly includes:
(1) Establishing a safety management support system for schools, fully implementing the responsibility system and accountability system for safety work, and ensuring that safety management is carried out in a standardized and orderly manner;
(2) Improving the safety early warning mechanism of schools, formulating emergency response plans for emergencies, perfecting accident prevention measures, promptly eliminating safety hazards, and continuously improving the management level of school safety work;
(3) Establishing a coordination mechanism for the improvement of the surrounding environment of campuses, and maintaining the safety of the campus and its surrounding areas;
(4) Strengthening safety publicity, education, and training, and improving the safety awareness and protective abilities of teachers and students.
