Features: The term "circular opening and filling the hollow" refers to China's opening-up process, where both coastal and inland border regions are opened simultaneously, establishing an almost contiguous open-up belt and strengthening cooperation with neighboring countries and regions. This creates an irregular "circular" open-up belt along the borders. Some areas farther from the borders become the "hollow" or "blind spots" of the open-up. The main part of the central region and some parts of the western region are currently in the "hollow" areas. Since this "hollow" is surrounded by the circular open-up belt, the open-up "peaks" around it will eventually exert a "filling" effect, driving its development. The central region in the "hollow" area is mostly located in the core or central position of China, with most of its area already relatively well-developed, and the pressure for development is not significant. Therefore, it is not a major issue whether it is included in the open-up areas. For the western region and some remote and underdeveloped areas in the central region within the "hollow," the central government still needs to intensify development efforts.
