(3) Partial androgen insensitivity syndrome, where the penis is insensitive to androgens. The patient's testosterone levels are normal, but the secondary sexual characteristics are abnormal, and there may even be hypospadias.
(4) Idiopathic micropenis, where the factors or causes remain unknown.
