Features: Industry associations are a crucial component of the comprehensive reform integrating the government, enterprises, society, and market. The leadership of the Shanghai Municipal Party Committee and Municipal Government has placed high importance on the development of industry associations. In 2005, Secretary Chen Liangyu and Mayor Han Zheng repeatedly issued directives on the work of industry associations, providing clear guidance for their healthy development. This reflects the sincere care and strong support of municipal leaders for the work of industry associations. It should be noted that as the economic system reform and the transformation of government functions gradually deepen, industry associations will assume more government-related functions and need to further enhance their roles as representatives, service providers, coordinators, and self-regulators. At the same time, it must be recognized that as China enters its sixth year of WTO membership, the transition period is nearing its end, and China will further open up. Many industry standards and market practices will increasingly align with international standards. In response, industry associations must strive to adapt to the new situation, strengthen their self-improvement, accelerate their internationalization efforts, and play a greater role in representing industry interests, serving member enterprises, building a credit system, expanding into international markets, and promoting industry development. 2006 marks the beginning of implementing the "11th Five-Year Plan." The prospects for industry associations are broad, and the tasks ahead are arduous. I hope that by compiling and releasing the "2006 Shanghai Industry and Commerce Association Development Report," we can not only review and summarize the achievements of industry associations in 2005 but also recognize the new goals and tasks for 2006.
