The 5th Plenary Session of the 16th Central Committee of the Communist Party of China once again emphasized the need to "prioritize the issue of 'agriculture, rural areas, and farmers' as the top priority for the entire party," and called for adhering to the principle of "giving more, taking less, and liberating," increasing investment by governments at all levels in rural areas and agriculture, expanding the coverage of public finance, and strengthening public services for rural areas. In this regard, agricultural finance, agricultural tax, and agricultural comprehensive development personnel at all levels in our province have conducted fruitful theoretical research and practical exploration on a series of key, difficult, and hot issues related to "agriculture, rural areas, and farmers" and the construction of rural public finance, in line with the requirements of scientific development. They have written a large number of papers. This book selects 56 winning papers from the Zhejiang Provincial Rural Finance Research Awards of 2004, compiles them into a collection, and is provided for reference by relevant leaders and colleagues engaged in or concerned with rural finance work.
