It conducts independent research on major theoretical and practical issues in China's economic transition, advocating for policy and legislative recommendations under the banner of "Direct Advice on China's Reform." The institute adheres to the operational mechanism of "Small Institution, Big Network" and operates under the leadership of the Board of Directors with the President responsible. The Academic Committee, composed of renowned experts, serves as the core of the institute's expert network and a unique advantage in its reform research.
The 2006' China Reform Evaluation Report stands at a new historical starting point, analyzing major theoretical and practical issues in China's economic transition from perspectives such as general theory, rural reform, enterprise reform, macroeconomic regulation, financial reform, fiscal and tax system reform, healthcare system reform, income distribution system reform, social reform, and government transformation. The 2006’ China Reform Evaluation Report is the crystallization of the efforts of researchers from the China (Hainan) Reform and Development Research Institute, the institute, and network experts. The main authors of each chapter in this report are experts with in-depth research in relevant fields, and their arguments carry a certain authority, reflecting a fundamental consensus on reform. On this basis, to more objectively reflect the diversity of academic views, the book maintains the original perspectives and writing styles of the authors while ensuring necessary formatting consistency.
It should be noted that the chapter "Macroeconomic Regulation: Effective Integration of Policies" is included separately primarily because the reform of the state-owned enterprise system is closely intertwined with macroeconomic regulation in recent years. Reform is a great cause and a continuous process, not something that can be achieved overnight. The reforms of 2005 had a significant impact on initiating the "11th Five-Year Plan" reforms, while 2006 marked the beginning of the phase of the "11th Five-Year Plan" reforms. Therefore, while briefly evaluating the 2005 reforms, the "General Theory" focuses on elaborating the overall approach to the phase of reforms during the "11th Five-Year Plan" period. Subsequent chapters are organized by topic. For enhanced readability, each part of the report maintains internal coherence while being independently structured.
