Features: According to relevant surveys, the scientific literacy level of Chinese citizens lags significantly behind that of developed countries. The urban-rural gap in scientific literacy is quite evident, with a low level of scientific literacy among the working-age population. Most citizens have a limited understanding of basic scientific knowledge, and they are even more deficient in scientific spirit, scientific thinking, and scientific methods. Unscientific concepts and behaviors are widespread, and ignorance and superstition prevail in some regions. The low level of scientific literacy among citizens has become one of the bottlenecks restricting China's economic development and social progress. The National Action Plan for Improving the Scientific Literacy of the Public aims to comprehensively promote the development of scientific literacy among Chinese citizens. Through the development of science and technology education, dissemination, and popularization, the plan seeks to significantly improve the overall scientific literacy of the population as soon as possible, ultimately achieving the long-term goal of ensuring that adult citizens in China possess basic scientific literacy by the middle of the century. This "Outline for Improving Scientific Literacy" proposes the main objectives, tasks, and measures of the National Action Plan for Improving the Scientific Literacy of the Public during the 11th Five-Year Plan period, as well as the phased goals to be achieved by 2020.
