To enhance the ruling capacity of the Party, build a moderately prosperous society and a harmonious society, the Central Committee has proposed the requirement of "large-scale training for cadres and substantial improvement of their quality" and is implementing the "11th Five-Year Plan for National Cadre Education and Training." One of the most important aspects of this plan is the training of cadres at all levels and various types of managers in WTO rules and economic laws. Urban communities are the residential areas for cadres at all levels and various types of business managers. Urban community administrators should be the guardians of the economic interests of cadres and business managers within their residential areas, thereby recognizing the importance of economic laws and consciously learning and mastering economic legal knowledge. In light of this, as China's various economic laws are gradually revised and following the convening of the 5th Plenary Session of the 16th Central Committee and the 4th Session of the 10th National People's Congress, it is necessary to compile a series of books on popularizing economic laws to provide learning materials for urban community administrators.
