The third part analyzes the reasons for the insufficient public participation and the lack of interaction mechanisms in government responsiveness. The fourth part, the book proposes institutional innovation in the construction of public participation mechanisms in government public decision-making, exploring the development of participation and responsiveness from an institutional perspective. The author believes that strengthening the reform and improvement of China's current public decision-making system should focus on three dimensions: transparency, participation, and responsiveness, ultimately culminating in the democratization of government public decision-making. The author proposes that the construction of a responsive government, guided by the development of government public decision-making responsiveness mechanisms, should take a rights-based society and a "cooperative governance" model of government as anchors, establishing an effective policy network responsiveness model, a public rights-centered responsiveness model, and a practice-based responsiveness system led by the Party and government system, thereby forming a responsive government.
