Features: Program justice is not only the goal and content of constitutionalism and the rule of law, but also their guarantee. It is a social environmental factor that fosters and forms mechanisms for sustainable innovation in social governance. Therefore, in a rule-of-law state, to advance innovation in social governance while safeguarding human rights and promoting human well-being, it is essential to continuously establish and improve corresponding administrative procedural legal systems, such as information disclosure and government transparency mechanisms, public participation systems, power-checking systems, reason-giving systems, appeal and remedy systems, etc. This book is one of the research outcomes of the "Administrative Enforcement and Administrative Procedure Research" project team of the Center for Constitutional and Administrative Law Research at Peking University (the research project was funded by the "Ministry of Education Humanities and Social Sciences Fund"). This research outcome provides a relatively comprehensive and in-depth exploration of the theory and practice of administrative procedures and administrative procedural law. The scope of this book's research not only covers general administrative procedure systems but also includes dedicated chapters that discuss in detail specific administrative procedure systems such as administrative legislative procedures, administrative enforcement procedures, administrative planning procedures, administrative adjudication procedures, administrative contract procedures, administrative guidance procedures, administrative supervision procedures, administrative disciplinary procedures, and administrative remedy procedures. Additionally, the book conducts general research on issues such as the value of administrative procedures, procedural concepts, procedural principles, sources of procedural law, and the operational environment of procedural law. Based on this research and the discussion of the aforementioned specific systems, the book proposes ideas and suggestions for the formulation of China's Administrative Procedure Code.
