In the early 1950s of the 20th century, China's health administrative department issued examination regulations for physicians, traditional Chinese medicine physicians, dentists, and pharmacists. However, due to specific historical contexts and various factors, this regulation was quickly abolished after its issuance. Since 1985, the Ministry of Health began drafting the "Practice of the People's Republic of China Medical Practitioners Law" (hereinafter referred to as the "Physicians Law"). After several years of investigation, research, and deliberation, the draft of the "Physicians Law" was submitted to the National People's Congress for review by the State Council in 1995. Subsequently, after multiple rounds of soliciting opinions and repeated revisions, the third session of the ninth National People's Congress Standing Committee passed the "Physicians Law" on June 26, 1998, finally establishing the system of physician qualification examinations in China through legal form. Professional qualifications are the credentials required for professionals to work independently or open businesses legally, recognized and granted by the state as proof of personal knowledge, skills, and abilities. Professional qualification examinations are the premise for the implementation of professional entry-level systems by the state and an inevitable choice for the development of a mature and standardized socialist market economy in China. The Physician Qualification Examination was ultimately established in the context of the continuous development and maturation of China's socialist market economy. The Physician Qualification Examination consists of two parts: the Medical Comprehensive Written Examination and the Practical Skills Examination. The Medical Comprehensive Written Examination adopts a standardized examination method and is conducted nationwide, with the National Medical Examination Center of the Ministry of Health and the TCM Physician Qualification Certification Center of the National TCM Administration responsible for the specific national-level examination tasks. The Practical Skills Examination is organized and implemented by provincial-level physician qualification examination leadership groups.
